AND THEN EVEN AS WE LOOK AT JUST HOW MANY DIFFERENT DIVERSE GROUPS OF PEOPLE ARE MOVING TO THIS AREA I FELT LIKE, MAN, WHAT A, WHAT A BETTER THING TO BE PRAYING FOR AND FOCUSING ON THAN, THAN THE UNITY OF OUR CITY, THE, THE UNITY OF OUR LEADERSHIP. AND SO THAT'S WHAT I WANTED TO PRAY FOR YOU GUYS.

JUST GOD'S BLESSING THAT YOU GUYS WOULD BE UNITED, THAT YOU WOULD LEAD THE CITY UNITED AND THAT AGAIN, THAT THAT WOULD LEAD TO BLESSING AND FLOURISHING FOR OUR RESIDENTS.

SO LET ME, LET ME PRAY FOR YOU GUYS, IF YOU WOULD JOIN ME IN PRAYER.

GOD, WE THANK YOU FOR YOUR WORD AND YOUR PRINCIPLES.

AND WE JUST FIRST COME INTO AGREEMENT THAT BLESSING IS GOOD, THAT DIVISION DESTROYS, BUT UNITY BUILDS.

THE SUBJECT PROPERTY THAT IS SUBJECT TO THIS EXCHANGE THAT THE CITY WOULD BE ACQUIRING IS THIS 107 ACRE TRACT OWNED BY THE EARTHMAN'S.

SO WHAT WE'RE LOOKING AT HERE IS TRADING EARTHMAN PARK TO HPISD, AND HPISD WOULD TRADE US THIS LAND.

WHAT WE LIKE ABOUT THIS PARTICULAR PIECE OF LAND IS IT'S DIRECTLY ADJACENT TO THE PUBLIC PARK THAT MOSAIC IS BUILDING, OR TELUS IS BUILDING ASSOCIATED WITH THE MOSAIC DEVELOPMENT.

THIS IS NOT AN OFFICIAL DESIGN. THIS IS JUST FOR ILLUSTRATIVE PURPOSES SHOWING THAT WHAT THE 107 ACRES COULD BE.

AND YOU CAN SEE THAT IT COULD FUNCTION WITH QUITE A BIT OF DIFFERENT PARK USES.

THE BLUE IS NOT SUBJECT TO THIS. WE WANTED JUST TO ENSURE THAT THE UNDERSTAND THAT IT'S NOT SUBJECT TO THIS TRADE.

AND THEN TELUS WOULD RECEIVE WHAT IS CURRENTLY ISD PROPERTY IN PROSPER 112.9 ACRES.

FOR BUILDING ADDITIONAL SINGLE FAMILY DEVELOPMENT AND PROSPER.

THE WHAT WE FIND COMPELLING ABOUT THIS TRADE IS THAT WE ARE ABLE TO TRADE 113 ACRES OF PARKLAND FOR WHAT ESSENTIALLY BECOMES 296 ACRES OF PARKLAND.

THE PRIMARY PORTIONS DEAL POINTS OF THIS SWAP WOULD BE THAT THE CITY AND PSG EXCHANGE LAND TRACKS.

SO THEY WOULD, LIKE I SAID, GET URBAN PARK PROPERTY FOR THE MERIT PIECE, THE 107 ACRES ON THE SCREEN THERE.

THIS WOULD BE AN ESSENTIALLY SIMULTANEOUS SWAP, BUT WE WOULD SWAP DIRECTLY WITH ISD.

IT'S IMPORTANT THAT WE DO THIS WITH THE PUBLIC ENTITY AND IT WOULD BE SET UP THAT WAY. IN ADDITION TO THE LAND,

ISD WOULD PAY THE CITY AN ADDITIONAL $2 MILLION.

P ISD IN THE CITY WOULD PAY THEIR OWN CLOSING COSTS.

THE DEED WOULD BE SUBJECT TO THREE DEED RESTRICTIONS.

FIRST, THE DEED FOR THE LAND WE WOULD RECEIVE FIRST.

THE PROPERTY WILL ONLY BE USED AS A PARK AND USES ANCILLARY TO A PARK.

SECOND, NO DEVELOPMENT WILL BE ALLOWED FOR THREE YEARS, WHICH IS WELL OUTSIDE OF WHEN WE HAD PLANS TO DEVELOP URBAN PARK.

AS IT STANDS, AND ANY LIGHTING INSTALLED ON THE PROPERTY WILL BE SUBJECT TO THE CITY'S CURRENT OR FUTURE LIGHTING ORDINANCES, WHICH IS ORDINANCES THAT WE FOLLOW. ANYWAY, THIS IS ALSO SUBJECT TO THE APPROVAL OF THE CDC BOARD, WHICH IS INCLUDED IN THE AGREEMENT. SO THAT'S AN OVERVIEW OF THE POTENTIAL SWAP.

SAFE AND SECURE LLC AND JOEY'S ENTERPRISES, INC.

PROPERTY IS AT 1225 SOUTH PRESTON ROAD. YOU CAN SEE IT UP HERE IDENTIFIED IN TEAL.

A LITTLE BIT OF BACKGROUND ON THIS PROJECT. IN 2022, THE CDC, CITY, JOE EASTER ENTERPRISES AND AWS SAFE AND SECURE ENTERED INTO AN ECONOMIC DEVELOPMENT INCENTIVE AGREEMENT FOR THIS PROPERTY ON PRESTON.

CURRENT TENANTS INCLUDE LOCAL SPIRITS A1 LOCKSMITH AND BROWNING SAVES.

THE AGREEMENT PROVIDES FOR POINT SOURCING FOR SALES TAX FOR A1 LOCKSMITH AND BROWNING.

THE AGREEMENT REQUIRED. SO THIS IS AN AGREEMENT.

THIS IS AN AMENDMENT TO THIS AGREEMENT. THE ORIGINAL AGREEMENT REQUIRED A MINIMUM CAPITAL INVESTMENT OF $2.5 MILLION.

MINIMUM TAXABLE SALES OF 8 MILLION ANNUALLY. TAXABLE SALES REQUIREMENT IS ACHIEVED DUE TO THE MULTIPLE LOCATIONS ACROSS DFW THAT ARE GOING TO BE SOURCED TO THE SALINA LOCATION. A MINIMUM OF 30 FTE JOBS ARE CREATED AND RETAINED.

THE CITY AND THE CDC AGREE TO REIMBURSE A PORTION OF THAT SALES TAX FROM THE FACILITY FOR SEVEN YEARS, 50% FOR YEARS, ONE THROUGH FIVE, 25% FOR YEAR, SIX THROUGH SEVEN.

AND THEN CURRENTLY THERE IS A CAP WITHIN THAT AGREEMENT.

THE PROPOSED AMENDMENTS WOULD EXTEND THIS AGREEMENT OUT TO 20 YEARS.

SO WE'RE GOING TO WE'RE IN YEAR THREE OF THIS AGREEMENT.

SO THAT WILL WILL REMAIN UNCHANGED. SO A 50% REIMBURSEMENT OF THE CITY AND THE CDC SALES TAX FOR YEARS ONE THROUGH FIVE.

AGAIN WE'VE GOT THREE YEARS REMAINING ON THAT 50% 25% REIMBURSEMENT OF THE CITY AND CDC SALES TAX FOR YEARS, SIX THROUGH 20. THEY'RE ALSO PROPOSING TO REMOVE THE GRANT.

AND AGAIN, THE IDEA HERE IS THAT THE MORE POINT SOURCING THAT BENEFITS BOTH THE CITY AND THE DEVELOPER, AS WELL AS THIS BUSINESS IS EXPECTED TO EXPAND IN THE FUTURE.

ALSO ADDED LANGUAGE THAT REQUIRES A DEVELOPER TO POINT SOURCE FROM ALL ENTITIES IN TO THE SALINA LOCATION.

JUST AS A NOTE, THE CDC BOARD DID REVIEW THIS AND APPROVED IT AT A LOWER RATE OF THE POINT SOURCE.

SO IF COUNCIL DOES APPROVE THIS AMENDMENT TONIGHT, IT WILL GO BACK TO THE CDC BOARD FOR THEIR REVIEW AND APPROVAL NEXT MONTH.

HE WORKED CLOSELY WITH OUR COLLEAGUES IN LITTLE ELM PROSPER AND, OF COURSE, THE IRONMAN TEAM.

AND SO I THINK HE'S GOING TO GIVE YOU GUYS SOME REALLY GOOD INSIGHTS SO YOU CAN MAKE GOOD RECOMMENDATIONS MOVING FORWARD.

SO LET'S BEGIN. LIEUTENANT JOSH ARMSTRONG. THE IRONMAN TRIATHLON WAS MARCH 15TH. AS YOU'RE ALL AWARE HOSTED BY THE TOWN OF LITTLE ELM, THE BICYCLE ROUTE CAME THROUGH SOLANA.

THIS EVENT WAS IN COORDINATION WITH LITTLE ELM OAK POINT, AUBREY DENTON COUNTY SHERIFF'S OFFICE, PILOT POINT, CELINA AND PROSPER. THE GOAL OF THE EVENT WAS CONTINUOUS CYCLIST MOVEMENT WITH VEHICULAR TRAVEL SUPPOSED TO BE ABLE TO INTERMINGLE WITH THE CYCLIST. WE NEED TO EVALUATE THE PROPOSED DEVELOPMENT ALONG DALLAS NORTH TOLLWAY AND THE CORRIDOR BASED ON D.A.

AND OVERLAY STANDARDS, PARTICULARLY IN THE HIGH RISE ZONE.

THE PLANNING AND COORDINATING OF THE EVENT. THERE WERE FOUR PRE-EVENT MEETINGS.

THERE WAS AN ENGINEERED TRAFFIC PLAN THAT WAS DEVELOPED BY AN EXTERNAL COMPANY HIRED BY IRONMAN.

THE THERE WERE REVISIONS MADE TO THAT TRAFFIC CONTROL PLAN BY THE POLICE DEPARTMENT.

THERE WERE ALSO REVISIONS MADE TO THE PLAN WITH INCIDENT COMMAND AND GROUND COMMAND.

AND THEN LASTLY, THERE WERE ALSO REVISIONS MADE TO THE RADIO COMMUNICATIONS THAT WAS PROPOSED BY LITTLE ELM AND IRONMAN.

ON THE DAY OF EVENT, WE FACED SEVERAL CHALLENGES THAT Y'ALL ARE AWARE OF.

THE MOST IMPORTANT ONE IS GOING TO BE THE SEVERE TRAFFIC CONGESTION.

THE REASON FOR THE SEVERE TRAFFIC CONGESTION IS THE GOAL WAS INTERMINGLING OF CYCLISTS WITH VEHICLES.

THE SWIM PORTION OF THE RACE WAS CANCELED WHEN THE SWIM PORTION WAS CANCELED.

THAT CONDENSED THE CYCLISTS INTO A MUCH TIGHTER GROUP OF RIDERS.

REGARDLESS OF WHETHER THE SWIM PORTION WAS CANCELED OR NOT, WE STILL WOULD HAVE ENCOUNTERED SOME ISSUES AND PROBLEMS IN THIS AREA.

JUST BASED OFF THE WAY THE RACE IS DESIGNED AND THE INFRASTRUCTURE THAT WE HAVE HERE IN SALINA, THE LIMITED CROSSING OPPORTUNITIES REALLY PROPOSED ISSUES TO US BECAUSE THE CYCLIST HAD PRIORITY.

THEY WERE NOT TO STOP BECAUSE THIS WAS A RACE.

WHEN YOU CAN'T STOP THE CYCLIST, THAT MEANS THAT YOU HAVE TO STOP THE VEHICLES. AND BECAUSE THEY WERE GROUPED SO CLOSELY TOGETHER, THE VEHICLES DID NOT HAVE AN ADEQUATE OPPORTUNITY TO CROSS THE RACE PATH.

WE ALSO NOTICED THAT WE WERE MISSING VOLUNTEERS THAT WERE PROMISED TO US FROM IRONMAN.

THAT HAS SINCE BEEN SORTED OUT, REALLY IRRELEVANT RELATED TO THE ISSUES THAT WE THAT WE HAD.

AND THEN CITIZEN COMPLAINTS AND DELAYS, WHICH I'M SURE ALL OF YOU FIELDED SOME OF THOSE COMPLAINTS ON THE DAY OF ROOT CAUSES.

WE ALREADY MENTIONED THE SWIM CANCELLATION COMPRESSED THE TIMELINE. WE HAD 2500 CYCLISTS THAT WERE RELEASED REALLY QUICKLY.

THERE WERE NO STAGGERED GAPS IN BETWEEN THE CYCLISTS BEING RELEASED FROM THE LITTLE ELM STARTING POINT.

AND THE BIG ISSUE IS INFRASTRUCTURE LIMITATIONS.

WE DON'T HAVE ADEQUATE BRIDGES AND OVERPASSES TO ALLOW FOR VEHICULAR TRAFFIC TO CROSS THE RACE PATH, WHICH CAUSED OUR SEVERE TRAFFIC CONGESTION. SECONDARY ISSUE THAT WAS ALSO CAUSED BY THIS IS WE HAD A LEFT HAND TURN THAT WAS IN FRONT OF THE METHODIST HOSPITAL. WHEN THE CYCLISTS MAKE A LEFT HAND TURN AGAIN, NOW YOU'RE STOPPING TRAFFIC IN ALL FOUR DIRECTIONS AND WITH A GUIDELINE OF THE CYCLISTS ARE NOT SUPPOSED TO STOP. SO THAT ALSO CAUSED ISSUES THERE AT D AND T IN 428, WHERE THE HOSPITAL ENTRANCE IS RECOMMENDATIONS FOR FUTURE USE, IF CONSIDERED, IS GOING TO BE ENFORCE A MANDATORY STAGGERED RACE STARTS AND THEN SELECT ROUTES WITH AVAILABLE DETOURS ALTERNATE ROUTES COMPLETE ROADWAY SHUTDOWNS OF CERTAIN AREAS, WHEREVER THIS ROUTE MAY BE DECIDED IN THE FUTURE.

BUT ROADWAY INFRASTRUCTURE HAS, HAS NOT BEEN BUILT YET WITHIN THE CITY OF SOLANA TO ADEQUATELY SUFFICE THIS RAISE.

MY RECOMMENDATION WOULD BE TO TO STAFF TO ISSUE WHATEVER TYPE OF CANCELLATION NOTICE WE NEED TO GIVE AND CANCEL OUR PARTICIPATION IN THE EXISTING AGREEMENT. IS THAT WHAT WE'RE DOING HERE? ARE WE MAKING? NO, WE'RE, WE'RE PROVIDING WE'RE LOOKING FOR FEEDBACK.

THE STRUCTURED PARKING GARAGE WOULD HAVE OVER 257 VEHICLE SPACES AND OF COURSE, ADDITIONAL STREETS SPACES AS WELL,

THEY'RE PROPOSING FIVE STOREYS. STAFF'S ANALYSIS IS THAT THE ENTERTAINMENT DISTRICT ACROSS THE STREET ALLOWS UP TO FIVE, SOMETIMES SIX, DEPENDING UPON DESIGN. SO WHEN IT FEELS LIKE THAT WAS TOO FAR OF A DEVIATION.

BUT AGAIN, COUNCIL DECISION THE BUILDING TYPE IS NOT PERMITTED IN PRESTON STREAMS. THE REQUEST IS TO ALLOW FOR IT. THE SETBACK AVERAGING FOLLOWS THE AVERAGING OF THE EXISTING HOMES AND STRUCTURES ON THE PROPERTY THAT WOULD BE DETRIMENTAL TO THIS PROJECT. THEY'RE REQUESTING NOT TO HAVE TO FOLLOW THE SETBACK AVERAGING THE TRANSITIONAL AREA.

THIS IS A LIMITATION ON HEIGHT WHEN ADJACENT TO EXISTING RESIDENTIAL STRUCTURES.

STAFF ACKNOWLEDGES THE DISCREPANCY ON THIS ONE.

ONE HOME IS A RENTAL, THE OTHER IS A HOMESTEAD.

THE EXISTING PD AGAIN ALLOWS FOR A MIX OF RESIDENTIAL, MULTIFAMILY, AND COMMERCIAL.

THE APPLICANT'S REQUEST INCLUDES THE ELIMINATION OF MULTIFAMILY FROM THIS TRACT.

JUST A QUICK REMINDER, THE MASTER THOROUGHFARE PLAN IS A BIG PICTURE VISION OF HOW WE WANT ALL THE ROAD NETWORK TO CONNECT ACROSS THE CITY.

THE LINES ARE VERY CONCEPTUAL WITHOUT ANY DETAILED DESIGN.

SO ONCE A PROJECT IS GETTING CLOSE TO DEVELOPMENT, WE DO HAVE A DEEPER LOOK AT THESE ALIGNMENTS TO MAKE SURE THEY STILL MAKE SENSE. THIS SOMETIMES RESULTS IN SOME CHANGES AND THAT'S WHAT WE ARE PRESENTING TONIGHT.

FOR CLEAR CREEK PARKWAY AND FLORIDA DRIVE, STARTING WITH CLEAR CREEK PARKWAY, COUNCIL APPROVED THE ZONING FOR THE E.RIK CAR DEALERSHIP LAST MONTH. IT IS PROPOSED TO GO AT THE NORTH SOUTHWEST CORNER OF FUTURE CLEAR CREEK AND DALLAS PARKWAY. THE CONNECTION SAW THE INTRODUCTION OF THE DEVELOPMENT

TRIGGERED THE NEED TO REASSESS THE ALIGNMENT FOR CLEAR CREEK PARKWAY.

THE CONNECTION IS CLOSE TO AN EXIT RAMP FOR THE TOLLWAY, WHICH RAISES A SAFETY CONCERN.

SO STAFF IS RECOMMENDING THE REMOVAL OF THE CONNECTION FROM THE DALLAS PARKWAY AND IN EXCHANGE, DESIGNATE COUNTY ROAD 970 AS A COLLECTOR AND EXTEND PORTOFINO TO CONNECT CLEAR CREEK BACK TO DALLAS PARKWAY AT A LOCATION NORTH OF THE EXIT RAMP, WHICH IS RELATIVELY SAFER.

THE DEVELOPER CONDUCTED A TRAFFIC IMPACT ANALYSIS WHICH SUPPORTED THESE CHANGES.

MOVING ON TO FLORIDA DRIVE, FLORIDA. THE COUNCIL APPROVED THE AMENDMENT FOR THE UPTOWN DEVELOPMENT AGREEMENT JANUARY OF LAST YEAR.

THE DA PROPOSED THE REALIGNMENT OF FLORIDA DRIVE.

THE IMAGE TO MY LEFT IS THE CURRENT ALIGNMENT OF FLORIDA AS SHOWN ON THE CURRENT MASTER THOROUGHFARE PLAN.

IT CONNECTS TO J. FRED SMITH TO THE NORTH AND J.

FRED EXTEND TO CONNECT TO LOUISIANA TO THE EAST.

AND THE IMAGE TO MY RIGHT IS THE ALIGNMENT THAT WAS PROPOSED BY THE DEVELOPER, WHICH WAS APPROVED AS PART OF THE AMENDMENT TO THE RDA. THE. SO THIS WILL BE THE PROPOSED ALIGNMENT PER THE DA.

INSTEAD OF FLORIDA EXTENDING NORTH TO CONNECT TO JFRD, IT WILL CONNECT DIRECTLY TO LOUISIANA DRIVE.

THE DEVELOPER WILL BE OBLIGATED TO DESIGN AND BUILD FLORIDA DRIVE PER THE NEW ALIGNMENT.

WE DO BELIEVE THESE CHANGES WILL PROVIDE THE CONNECTIVITY THAT WE NEED WHILE BEING REALISTIC WITH SAFETY AND TIMING.

GENERALLY, THESE CHANGES WILL BRING THE CONNECTIVITY IN ALL THE PLANNING AND ZONING COMMISSION DID APPROVE UNANIMOUSLY FOR THIS TO. RECOMMENDED UNANIMOUSLY.

THIS IS THE TRANSMISSION LINE THAT WILL CONNECT FROM FM 428 OVER TO OUR NEW HIGH PRESSURE PUMP STATION ON OLD GLENDENNING ROAD, AS SHOWN IN THE EXHIBIT ABOVE. JUST AS A QUICK BACKGROUND, WE STARTED THIS IN 2022 WITH THE CONTRACT WITH FREESE AND NICHOLS TO DO THE TRANSMISSION DESIGN AND PUMP STATION DESIGN IN 2023. IN MARCH, COUNCIL APPROVED THE USE OF EDI TO ACQUIRE THE REMAINING TRACTS OF LAND AND WE ALSO ADVERTISED IN THE ONLINE FOR THE

CONSTRUCTION PROJECT. IN MARCH OF 20. MARCH OF 26, WE RECEIVED 11 RESPONSES AND STAFF IS RECOMMENDING S J.

FOR A QUICK SUMMARY OF THE WORK, THIS IS 12,500 LINEAR FEET OF A 54 INCH PIPELINE THAT WILL PROVIDE SERVICE TO THE SOUTHEAST, TO THE HIGH PRESSURE PUMP, HIGH PRESSURE SYSTEM DIRECTLY, INSTEAD OF BYPASSING LIKE WE DO TODAY.

IT WILL ALSO INCLUDE SOME 1800 FEET OF PIPELINE, BRINGING IT UP AND CONNECTING IT TO OUR SOUTHEAST PUMP STATION.

ALL THIS IS IN ANTICIPATION OF LAKE RALPH HALL COMING ONLINE IN 2027.

THIS IS THE LINE THAT WILL ALLOW US TO FEED THE NEW WATER TO THE HIGH PRESSURE SIDE.
