I SO ON SEPTEMBER 29TH, 2022, THE CITY OF SALINA SIGNED ECONOMIC DEVELOPMENT CORPORATION AND ATTORNEY SALINA ENTERED INTO A DEVELOPMENT AGREEMENT. INCENTIVE AND FACILITIES AGREEMENT. THAT FIRST AMENDMENT WAS APPROVED OCTOBER 8TH, 2024. THE AGREEMENT WAS APPROVED TO SUPPORT PUBLIC INFRASTRUCTURE IMPROVEMENTS ASSOCIATED WITH COSTCO DEVELOPMENT, GENERALLY LOCATED AT THE SOUTHWEST CORNER OF PRESTON ROAD AND OWENS PARKWAY. UNDER THIS AGREEMENT, THE CDC COMMITTED TO REIMBURSE THE DEVELOPER UP TO $2.5 MILLION FOR INFRASTRUCTURE COST. THAT COMES IN TWO PAYMENTS. THE FIRST, 1.25 MILLION WAS ISSUED IN NOVEMBER OF 25. SO BEFORE YOU THIS AFTERNOON IS AN ASSIGNMENT OF OBLIGATION. SO SECTION 7.2 B AUTHORIZES THE CDC TO ASSIGN ITS OBLIGATIONS TO ANOTHER GOVERNMENTAL ENTITY, IN THIS CASE THE CITY OF SALINA. THEY WILL BE TAKING OVER THE SECOND AND FINAL $1.25 MILLION PAYMENT. ALL OTHER TERMS, OBLIGATIONS AND TIMELINES WITH THIS IN THIS AGREEMENT REMAIN UNCHANGED. THERE IS A NOTICE REQUIREMENT TO THE DEVELOPER A 15 DAY NOTICE REQUIREMENT THAT HAS BEEN COMPLETED FOLLOWING APPROVAL. IF THIS IS A FULLY EXECUTED AT CITY COUNCIL, THEN WE WILL NOTIFY THE DEVELOPER WITH THE FULLY EXECUTED AGREEMENT. THE CDC BOARD FOLLOWING CDC BOARD ACTION. I AM THE PRESIDENT OF THE CHAMBER OF COMMERCE. THANK YOU FOR THIS OPPORTUNITY AND THANK YOU FOR THE TIME. I REALLY DO WANT TO SAY, BEFORE I EVEN GET INTO IT, THAT THE CHAMBER OF COMMERCE IS INCREDIBLY THANKFUL FOR THE AGREEMENT THAT WE HAVE WITH THE CITY AND THE EDC AS PART OF THE AGREEMENT.
